ENCO Proposal for new schedule of the Train-the-Trainers Events (WP3)

According to the Project’s Key Performance Indicators, the ENCO has to organize 5 courses of one week each in English-speaking PC and 2 courses of one week each in French-speaking countries. It is planned to be conducted between 8 January and 8 March 2019. However in this case, the ENCO will face following challenges, first is the availability of trainees to be present 5 weeks in a two month period. Secondly, for the French-speaking countries, it is difficult to organize such events, because of political/security situation as already said on 22 June 2018, SCK-CEN experts are not allowed by their organization to go in these two countries.

To avoid this situation, ENCO proposed the second option which was presented shortly at the Steering Committee of CoE Project 60 on 22 June 2018 in Brussels, Belgium. This second option consists of having two TTT events of two weeks each, possibly in TAEC headquarters in Arusha, Tanzania or in other Participating country. Please let us know if such event could be hosted by your country.

The content will be the same for the two events.
There are many advantages for this second option, namely
to have less events (so less costs, less logistics efforts and more chances that a maximum of trainees will be available)
to have the appropriate number of trainees per event (not too much, not too less)
to have only one location with appropriate infrastructure, equipment and supporting staff
to avoid the challenge of organizing events in the French-speaking countries (see above)
to have the same level of training for all trainees (as it will be in the same location with the same instructors) both for English and French-speaking trainees

As it is expected to have altogether about 30 trainees, with only a few speaking French, the ENCO proposed the following:
one event fully in English with about 15 participants coming from English-speaking countries
another event, partly in English and partly in French with about 15 trainees for the remaining countries (some English-speaking countries and the two French-speaking countries), organized this way:
the theoretical presentations will be in English but with simultaneous translation in French during the event
for French trainees, the practical parts will be in French, done and supervised by French speaking instructor(s)
needed discussions and explanations with French-speaking trainees during the event will be (possible) in French

In view of the above, we would like you to review the proposed plan for the organization of the TTT events in 2019 and let us know whether it is agreeable for you.
